The international anti-corruption group Transparency International has recommended the appointment of a Garda Ombudsman with similar powers to the Police Ombudsman in the North.
In the Irish section of its latest Global Corruption Report, the organisation said an Ombudsman's office was a better route to follow than the three-man investigatory commission planned by the Government.
The recommendation was made in light of the Morris Tribunal into alleged garda corruption in Donegal.
Transparency International, which is funded and sponsored by multinational corporations and banks, was set up in 1993. Its Irish branch was founded three months ago.
