Bertie Ahern has however indicated that he will introduce some reform on the tax before the Dáil is desolved.

He said anything he and his party does will be for the stability of the market and will benefit first-time buyers.

And he said recent speculation that the Government was about to introduce a major change in stamp duty had damaged the market.

But Bertie Ahern remained evasive on what exactly the reform will entail.

"In recent weeks I have said on numerous times, and as Minister Cowen has said, we will do nothing that will damage the stability of the market, and anything we have done in recent times has been focused on first-time buyers," he said.
