Bertie Ahern said that the Government's new strategy on health will be the most comprehensive review to date.
The cabinet is meeting in Co Louth to map out the future of health.
It is believed this includes proposals for a huge cash injection and an extra 3,000 hospital beds.
He praised the new strategy as probably the most extensive ever undertaken in the state.
"This is probably the most comprehensive review done by any administration looking at our infrastructure not only for the next ten years but also for the distant future."
