A report due to be published today is expected to criticise unionist politicians over their ambivalence to the displaying of paramilitary flags at loyalist parades.

The Irish Parades Emergency Committee report, written by US lawyers and civil rights activists, includes photographs of the Orange Order grand master Robert Saulters and DUP MP Nigel Dodds marching in front of UVF flags and emblems at a contentious parade in east Belfast.

The report also includes photographs of other Orange parades in east Belfast at which paramilitary flags were displayed against the rules of the Parades Commission.

The IPEC report also criticises the media for reporting uncorroborated police allegations that republicans in Ardoyne were bussing in outsiders to protest against Orange parades.

The report said there was no evidence to support these allegations.
