A former Government Minister involved in the bank guarantee has said the issue was dealt with by telephone.

Taoiseach Enda Kenny questioned in the Dáil yesterday whether a file describing the events of the night the guarantee was sanctioned in 2008 may have been "shredded", as there did not appear to be any paperwork in the Department of the Taoiseach.

Fianna Fáil said that gardaí should be contacted if Deputy Kenny believed that files were destroyed.

However, Green Party Leader and former Minister Eamon Ryan said today that any discussions he had on the issue took place on the phone.

"They would ring around Cabinet Ministers to say: 'This is the call we're going to have to make and then the next day it went into the Dáil, it went into Cabinet and went into the Dáil," he said.

"I think our system badly let us down in that the Department of Finance should have been far more aware of the crisis building."
