European leaders have concluded the first night of a two-day summit focusing on jobs and growth in Europe.
Greece was also on the agenda with leaders welcoming the implementation of the legal reforms agreed as part of its second bailout.
President of the European Council Herman Van Rompuy was re-elected to the post for another term.
President of the European Commission Jose Manuel Barosso said the agreements made at council level should be implemented more quickly by member states:
"There was today a very good discussion and I think consensus on the needs to close the implementation gap, so that decisions taken at European Council by heads of citizen governments, afterwards are really followed by concrete decisions in the council"
