Some €50m has already been spent, with a further amount in excess of €35m earmarked for consultants by March of next year.
He also faces further questions about his role in the stalled Poolbeg Incinerator project in Dublin, which has cost the taxpayer nearly €100m.
Tierney was the manager of Dublin City Council for seven years, with control over the facility.
Taoiseach Enda Kenny has said he has every confidence in him to lead Irish Water.
"We can't have a situation where thousands have to boil water every day (or) where 40% of the water we pay for is leaking away into the ground," he said.
"We have to have consistency and a very high standard and Mr Tierney is heading up the utility called Irish Water to deliver that.
"I have every confidence that he will do his job as expected."
