The Health Minister Mary Harney is blaming Europe for delays in tackling the products being sold in head shops.

The Health Minister Mary Harney is blaming Europe for delays in tackling the products being sold in head shops.

Ms Harney said regulations to cover the substances will be ready by the end of the month.

But because the products also have legitimate use in pharmaceuticals and the plastics industry they cannot be banned outright, and must get EU approval.

Ms Harney said she can only act on advice from the Attorney General.
