Up to 51% of people back the Government's proposals to introduce penalties for political parties which do not field 30% of women candidates, according to the 'We the citizens' forum.
However, 88% agreed that the removal of barriers like childcare and unsocial working hours, as well as other "soft measures" to enhance women's roles in the workplace, should be introduced.
The forum made its final conclusions this afternoon at a conference in Dublin.
Over the last three months, hundreds of Irish citizens have been gathering in various locations across the country to discuss a range of issues, including the economy and political reform.
Today's conclusions will be brought to the Government and members of the Opposition for consideration.
