The North's secretary John Reid has been laying down the objectives of upcoming talks on the peace process.
Tomorrow, the Taoiseach and the British Prime Minister Tony Blair meet with the pro-agreement parties at a special Downing Street summit.
They are expected to address David Trimble's threat to resign in two week's time if there is no movement on decommissioning.
Speaking earlier today, Mr Reid said policing and arms are still top of the agenda.
