Talks between unions and the HSE on the controversial measure broke down without agreement yesterday.

The freeze was introduced at the beginning of this month due to budget constraints.

Both sides are to meet again on Monday, but Liam Doran of the Irish Nurses Organisation has said alternatives must be found.
