Liam Kelly scored his first goal for Rovers who move up to third place overnight after their first victory of the season.
Alan Reynolds and Shane Robinson combined down the right on nine minutes with Kelly heading home the cross.
UCD came more into the match in the second half with Sean Finn and Alan Gallen coming close.
Rovers might have wrapped things up in between but for a brilliant save by Patrick Jennings from Jason Colwell.
