Joji Morishita, an official with Japan’s Fisheries Agency, said that experts brought together by the International Whaling Commission recently in Cambridge, England made advances toward resuming commercial whale hunting.

‘‘The group had a productive meeting and made considerable progress on agreeing the rules under which commercial whaling will be resumed,’’ Morishita said in a statement.
