Around 33,000 primary school teachers around the country are to be balloted for industrial action.

The INTO is calling for an end to the eight-year ban on promotions, saying more leadership is needed in primary schools.

The union has also pointed to the increasing workload faced by teachers.

Unions spokesman Peter Mullan said that to date, the Department has not responded positively to their demands.

"The Department hasn't responded positively to our demands and hence we have no alternative but to go and ballot members for industrial action in the form of non-cooperation with school self-evaluation."
