Update: 2.20pm The Dáil has voted to set up a special Oireachtas committee to decide the future of water charges.

The 20-member committee will include nine members from Fine Gael and Fianna Fáil, who agreed the measure as part of their government deal.

The committee will receive the report of an expert group on the matter, and put forward a final recommendation for TDs to vote on.

Earlier: Fine Gael and Fianna Fáil are being accused of "a stitch up" on water charges.

The Dáil is voting to establish a committee to examine the expert commission report.

The two main parties will have a majority on the committee.

Sinn Féin is also unhappy that the Government has named Independent Senator Padraig O'Ceidigh to chair the committee, rather than the group electing a chair.

The Dáil was suspended as the row continued, but Eoin O'Broin of Sinn Féin is not happy

He said: "Ministers do not have the right to handpick chairpersons for Dáil or Oireachtas committees - and yet that is exactly what is happening.

"Of course, this is just the latest installment of the great Fianna Fáil/Fine Gael stitch up on water charges.

"A majority of TDs elected to this House were elected on manifestos to scrap water charges."
