The Jobs Minister Richard Bruton has said the Aviva decision to cut almost 1,000 jobs is a "painful legacy" of the economic collapse.
The insurance company told staff this morning that the workforce at its Irish operations will be reduced by 950.
The job losses will be implemented over the next two-and-a-half years, with no redundancies to take effect before next March.
It is also believed the British owned firm is considering outsourcing as many as 300 other positions.
Minister Bruton said officials at his Department had been in almost daily contact with Aviva seeking to mitigate the impact of cuts.
Mr Bruton said: "Individual governments can't stop the impact of commercial changes of this nature, but we can seek to position ourselves within that change to take maximum advantage."
