Education Minister Ruairi Quinn has said the Government is in the process of reforming the third-level grant system.

Under the reforms, the grant would be administered by a single body, rather than the current 60 institutions.

Mr Quinn claimed yesterday that the self-employed and the agricultural community are in a position to manipulate grant applications unfairly.

Speaking at the launch of Intel's E-Programme at the Christ and Kings Girls National school in Dublin today, Mr Quinn said he stands by that statement: "There has long been a criticism of many people across the country that people in the PAYE sector whose income was totally transparent were at a disadvantage from people who are self-employed.

"I believe that the income assessment of a family where a pupil is attempting to go to third-level college should be done on the basis of an equal comparison."
