Thousands of motorists caught breaking the rules of the road in Ireland have escaped getting penalty points because they do not hold an Irish driving licence, it was revealed today.

Reports this morning said 18,009 of the 128,966 drivers who have received points in the past 18 months hold a driving licence issued outside the State.

Gardaí are unable to put penalty points on these licences. This morning’s reports said that, although fines can be issued to these motorists, many of them never pay.

Some of the 18,000 who have skirted the penalty points scheme are believed to be from the North.
