The Tánaiste has described doubts raised over Ireland's legacy bank debt by a number of EU Finance Ministers as "noise".
Eamon Gilmore is with the Taoiseach in Brussels where negotiations on what precisely is covered by the ESM are continuing.
According to the economic affairs commissioner Olli Rehn, those discussions are "making progress".
The commissioner also described the view expressed by Germany, Holland and Finland as "confusing".
The Tánaiste says despite what the ministers may have said, the June deal stands.
