The move follows widespread criticism of the existing work permits system, with trade unions and immigrant groups describing it as a charter for exploitation.

The main area of criticism is the fact that the employer has possession of the employee's permit.

Reports earlier this month said the "green card" system would be introduced for skilled workers, while the work permit system would also be retained for unskilled staff, but with new measures designed to prevent abuses.
