The Taoiseach Enda Kenny has again declined to name the Fine Gael official who arranged John McNulty's appointment to a State board.
Mr Kenny says he does not want the official to be "pilloried" in the media if they are identified.
Speaking this afternoon, the Taoiseach said he had taken measures to stop the issues happening again, and he said the people responsible are "ordinary people" who do not deserve to be dragged into the limelight.
He said: "Clearly you know people can be pilloried in the public media if any names are mentioned.
"These are ordinary staff who work for the Fine Gael party, the same as staff in my own office of the Taoiseach are.
"Obviously I have taken the rap for all of this, I have put my hand up and accepted responsibility, apologised for the entire process, and not only that I'm doing something about it now."
