European heads of state are meeting in Rome today as negotiations continue on changes necessary as the Union accepts 10 new members next year.

European heads of state are meeting in Rome today as negotiations continue on changes necessary as the Union accepts 10 new members next year.

Negotiations on the final draft of the new European constitution will be top of the agenda, particularly for smaller states who are fighting to maintain equal influence in European decision making.

Pat Cox is the President of the European Parliament and called on European leaders to approach the negotiations with an open mind.
