The outgoing Ombudsman has launched a stinging criticism of the Justice Minister and his department.
Emily O'Reilly said that she was asked to appoint an equality and human rights commission under legislation that is like "Narnia" - it does not exist.
She led the recruitment for a commission but said that when it came to appointing the chief commissioner the department of justice took it out of her control.
In one of her final speeches before she leaves to take up the post of European Ombudsman, Emily O'Reilly was critical of the way the Department of Justice works.
"We were working to a piece of legislation that is yet to be enacted, so we were working with the existing Irish Human Rights Commission legislation and the equality authority legislation and then trying to work to something that didn’t exist," she said.
"I called it trying to work between Narnia which was the future piece and the existing piece."
