The Health Minister Mary Harney has said she favours offering tax breaks to developers who build new primary care centres aimed at treating sick people in the community.
The extension of tax reliefs to builders is one of the suggestions in a new report from the Oireachtas Health Committee which recommends the widespread transfer of hospital services to community-based centres.
Similar tax breaks offered to developers in the past have been criticised for fueling the property boom and making builders rich at the taxpayers' expense.
But Ms Harney said any tax reliefs offered for the development of primary care centres would have to have all-party support:
