Health Minister Dr James Reilly has today pledged to radically reform the health service to ensure equal access on the basis of need, not ability to pay.
Minister Reilly made the comment during his address at the Irish Nurses and Midwives Organisation annual conference in Kilkenny.
He said that the current health system is neither fair or efficient for patients or healthcare workers.
"It is clearly not helpful to be arguing about how we measure [the number of people on] trolleys when our focus should be on how to significantly reduce the number of patients on trolleys," he said.
