The Moriarty Tribunal resumed today and heard that the Esat application for the second mobile phone licence dropped to fourth place out of six applications just a few weeks before it went on to win the competition in October 1995.
The Tribunal heard that on September 20, 1995, the Esat bid was assessed and was third out of six.
Two weeks later it was assessed again and had dropped to fourth out of six applicants.
However it subsequently went on to win the competition and was awarded the licence.
The Tribunal also heard that the Department of Communications had received documentation from Michael Walsh's investment company IIU several weeks after the closing date for applications for the second mobile phone licence. IIU were investment partners with Esat.
The documentation was returned and Denis O'Brien was written to and told not to submit further details.
