Andreas Lubitz was alone on the flight deck when the plane crashed, but Minister Donohoe has told Clare FM that Aer Lingus and Ryanair already have regulations in place insisting that two people are in the cockpit at all times.
The minister also insisted that flying is safe.
"The reason why it is safe is that we do have regulation, particularly here in Ireland that focus is on a security and safety - which are the two key themes constantly," Donohoe said.
"But, no doubt as a response to what has happened now over the last few days, both the IAA and their European equivalents will look at this matter again to reassure both themselves and the public that we're dealing with this in the way that everyone would want."
