The Justice Minister Alan Shatter has said he hopes to introduce legislation next year to allow for a charities regulator.
Shatter made the comments in the wake of the top-ups controversy.
He said the revelations surrounding the Central Remedial Clinic are completely and highly inappropriate.
He is also adding his voice to the mounting calls on the board of the CRC to resign.
Minister Shatter believes it is important to have regulation to ensure there is transparency.
