Minister for the Environment Alan Kelly said that everyone will have to pay their Irish Water bills “one way or the other”.
He was reacting to the news that less than half of households paid the first bill sent out by the utility.
Some €30.5m has been collected, out of nearly €67m owed, but he described that “an extremely good start”, saying that it compared favourably with similar measures both here and abroad.

“One way the other, everyone will end up having to pay, because of the process that’ll be put in place,
“The debt management procedures, which aren’t being done by myself, they’re bring done by the Minister for Justice, will ensure that everybody will pay.”
Non-payment campaign strong in light of #irishwater figures today. Gov't support failing. All else is spin #dail http://t.co/ONCk7r5cXF
