Angela Merkel has refused to be drawn on whether Ireland has a legitimate claim for retroactive bank recapitalisation.

The German chancellor was speaking in Dublin this afternoon after meeting with Taoiseach Enda Kenny.

Mr Kenny added a deal was never in the offing until banking union was in place.

Merkel would only say that various discussions are continuing.
