A special intervention group has been set up to respond to the increase.
It is thought the number of new cases could be linked to the injection of former head shop drug mephedrone and the abuse of tranquillizers called benzodiazepines.
GPs and drugs workers believe this may be contributing to a chaotic lifestyle, resulting in the sharing of injecting equipment and unsafe sex, the primary routes for transmission.
