The Minister with responsibility for Public Sector Reform Brian Hayes has said there has to be a reduction in staff numbers in the public sector and an increase in efficiencies.
The Minister said it is a "simple fact" that some parts of the public service are not working.
Mr Hayes said if that does not happen then the issue of pay will be "back on the agenda".
It follows comments by Minister for Public Expenditure and Reform Brendan Howlin last night which described many parts of the public service as "not fit for purpose".
And Minister for Public Sector Reform Brian Hayes agreed saying the reforms contained in the agreement must be implemented.
It comes ahead of the PSEU conference later today, which will hear calls for the withdrawal from the Croke Park deal.
