The government has this evening published the LRC proposal for the revised Croke Park Agreement.
Unions will now study the document before deciding whether to recommend acceptance or rejection of the deal to its members.
Earlier, The Association of Higher Civil and Public Servants became the first union to formally recommend a no vote to its members.
It said the decision was not taken lightly but that the proposed cuts were a step too far.
Four unions - as well as the associations representing Gardaí - withdrew from talks to draw up the deal.
