Tánaiste Eamon Gilmore is standing firm that there will be no flat charge for water and has hinted a price freeze on the cost to households.

Deputy Gilmore's told the Dáil that the coalition is still discussing the imposition of the charge, which he says must be on a metered basis.

He's also flagged a possible keeping of the charge at a fixed level for a number of years.

"There is a difference between using water to wash the car, and using water to wash the children, and I believe that should be reflected in the regime," he said.

"We do need to have certainty, insofar as one can see it years ahead.

"I've seen suggestions around the place: 'Well, the water charges will be this this year, and they'll be double that or triple that or whatever next year and the following year'.

"We don't want a situation like that."
