Tánaiste Eamon Gilmore has denied that the Government dropped the ball after it failed to translated the household charge legislation into Irish.
Mr Gilmore was commenting after the High Court yesterday allowed a Dublin City Councillor to challenge the charge because it is currently only published in English.
The Tánaiste said things like this sometimes happen - and he believes the majority of households will sign up to pay the tax by the end of the month.
"I believe that most people in the country understand the necessity for the charge," he said.
"I do understand that there (has) been a bit of difficulty and confusion around the way in which it is to be paid, and I think that (has) a lot to do with the pick-up on it in the early days."
