Gaillard, who enraged Liverpool earlier in the week by referring to a dossier of 25 incidents involving the club's fans at European matches, has also been called on to resign by a Liverpool fans group official.

Gaillard had said: "We know what happened in Athens, and Liverpool fans were the cause of most of the trouble there.

"There have been 25 incidents involving Liverpool fans away from home since 2003 and these are in the report - most teams' supporters do not cause any trouble at all."

Gaillard confirmed the dossier would be handed to the Government's Minister of Sport, Richard Caborn, at a meeting with Platini in Brussels today.

But after that meeting had taken place, Platini intimated he did not think Liverpool's fans were the worst-behaved in Europe.

When asked if Liverpool fans were the worst-behaved in Europe, Platini replied: "No."

Platini declined to elaborate further, and UEFA were not willing to release the contents of the dossier, but the day of confusion will have done nothing for the image European football's governing body on Merseyside.

Hicks had stepped into the row over the organisation of the Champions League final in Athens and the behaviour of Liverpool fans, some of whom stole tickets from fellow fans while others charged the gates to force their way into the ground in scenes of chaos that ended with Greek police using tear gas.

Gaillard had made his comments about Liverpool fans' behaviour in Europe in the wake of constant criticism about the organisation of the final between Liverpool and AC Milan.

Hicks told Sky Sports News: "The UEFA man is a clown. The guy from UEFA doesn't know what he's talking about.

"UEFA did not handle this right at all. To give 17,000 tickets to the two teams, particularly knowing Liverpool are going to bring 40,000 fans, is insane.

"It's a classic case of a bureaucrat trying to take the pressure off himself. They didn't handle it right, they didn't have proper ticketing procedures and unfortunately there were counterfeit tickets.

"There were fans who paid their hard-earned money to get their tickets and they get to the stadium and are told there is no more room. Are they (the fans) mad? Sure they're mad."

The call for Gaillard to go came from Phil Hammond, spokesman for the Hillsborough Support Group, the organisation that acts for the relatives of the disaster of 1989, where Hammond lost a family member.

He said: "The faults at the Athens final were 10% the fault of Liverpool fans, 90% the fault of UEFA.

"UEFA should get their house in order, people are going to die at their football matches, I can say that as someone who has lost someone and someone who went through what happened in Athens.

"If something like that happens again, someone is going to die at one of their games. It will all be down to you.

"I agree with what Tom Hicks has said, the man is a clown to come out and say what he did. He is claiming Liverpool fans did this, that and the other, but not what UEFA did wrong.

"Nobody will now believe anything he says, they should get rid of him as a spokesman, he should go. He should have kept his mouth shut until they found out what really happened."

Following the meeting between Platini and Caborn, a working party will be set up by UEFA to look into suitable venues for major European finals, and Caborn has offered them help from the Football Licensing Authority, the body set up in the wake of the Hillsborough disaster.

Caborn told PA Sport: "We want to learn from the past and make sure we can have safe grounds for supporters.

"I suggested they set up a working party, which was well received by Mr Platini, and I have offered the expertise of the Football Licensing Authority who are respected on a worldwide basis.

"They will be looking at major European finals and I hope they can start setting some standards for clubs entering the competitions that they have to meet certain criteria.

"It was a very useful and constructive meeting with Michel Platini and he wants to make sure we do not have a repeat of events in Athens."

Reds skipper Steven Gerrard said his friends and family who went to the final in Athens found the organisation lacking.

Gerrard said: "It upsets me because we've travelled everywhere together for the six or seven years I've been in the first team.

"From what I've seen their behaviour has been fantastic. I had friends and family at the final. Their opinion was that the organisation wasn't good enough.

"But as far as I'm concerned the European Cup final has got to be in a bigger stadium with better organisation. Our set-up wasn't good enough either. Our hotel facilities weren't good enough."
