The Mayor of New York says part of the city has been left looking like a war zone by the terrorist attacks.
But he said the atrocity had made New Yorkers stronger and the city is making "unbelievable, remarkable progress".
Rudolph Giuliani says he is hopeful the area east of Broadway will get back to business tomorrow, although the area west of it will remain closed to allow rescue work to continue.
He said: "The devastation is worse; it's different than what you see on TV. It looks like the scenes we have in our memories from the Second World War.
"It's Sunday and there's still smoke emanating from it. Then you realise there are seven buildings down, two of the tallest in the world. It's impossible to describe."
He added: "New Yorkers are much stronger than they were before. They are united and resolved to not let this affect them."
He says the events of the last week have restored his faith in democracy. He says America has the right sort of Government and deals with human beings properly.
