Education Minister Ruairí Quinn has admitted that the Government's new report on mortgage arrears "probably won't address all the issues involved", but it will ensure people remain in their homes.

Education Minister Ruairí Quinn has admitted that the Government's new report on mortgage arrears "probably won't address all the issues involved", but it will ensure people remain in their homes.

The Cabinet will tomorrow publish a report on how to deal with the mounting problem of mortgage debt.

The Taoiseach Enda Kenny earlier said in the Dáil that the report will not recommend any mass debt forgiveness scheme.

Instead it makes recommendations such as freezing portions of mortgages, and allowing people to rent back homes after they have been repossessed.

However, Ruairí Quinn has said the Government's main priority is that people will not be forced to leave their homes.
