Fine Gael leader Enda Kenny says his party will be voting against the NAMA legislation when it comes before the Dáil next month.
Speaking at the Humbert Summer School in Co Mayo today, Mr Kenny described the Government's plan for a bad bank to buy up toxic loans as fundamentally unfair and unwise.
He said NAMA was essentially a "€90bn double-or-quits gamble" on the property market, with the taxpayer taking responsibility for dealing with bad loans issued by Irish banks.
Elsewhere, Mr Kenny also told the summer school that Ireland failed to prepare for the future during the good years of the economic boom.
He said this had created a situation where Ireland was suffering on-going job losses and worsening public finances while other countries were declaring a return to economic growth.
