Foreign Affairs Minister Brian Cowen has urged the Israelis and Palestinians to return to peace talks on the basis of a plan put forward by the international community.

Mr Cowen described the bloodshed of recent days in the Middle East as horrific, saying it does nothing to help Israel achieve security and the Palestinian's statehood.

Meanwhile, the European Union has called on Israel to stop using indiscriminate force against Palestinians after 11 civilians were killed by an Israeli tank shell yesterday.

Israel has denied that the attack was deliberate revenge for the deaths of 15 Israelis in a Palestinian suicide bombing in Haifa on Wednesday.
