Eurozone retail sales fell 1.9% in November from October, and were down 1.6 year-on-year, EU statistics office Eurostat said.
In a news poll, economists had forecast a fall of 0.7% on the month and a 0.3% decline year-on-year.
Month-on-month, food, drinks and tobacco sales fell 1.1%, while non-food sales were down 1.7%.
Sales of food, drinks and tobacco were down 1.1% year-on-year, while non-food sales fell 2.1%.
