The junior minister responsible for water charges, Fergus O'Dowd, says households will still receive some water free of charge.

However, Mr O'Dowd says no decision has been made on exactly how much water each home will get before charges kick in.

Irish Water says it wants a standing charge where households pay a minimum fee, even if they never turn on a tap.

Minister O'Dowd says the Government is committed to giving some free water.
