The EU summit meeting ended in disarray last night after member states failed to agree on the future of a new series of EU agencies.
The disagreements centred on where the agencies should be based after the Italian Prime Minister, Silvio Berlusconi, complained that the planned relocation of the powerful European Food Safety Authority would go to Finland rather then Italy.
There were further arguments between countries that four of the eleven planned agencies would go to France under proposals tabled by Belgium, who currently hold the presidency of the EU.
