Iraqi civilians are suffering an "ever-worsening situation", according to the international Red Cross.
Quality of life had deteriorated, even though security in some places had improved as a result of the increased efforts by US-led multinational forces, the Red Cross said in Geneva.
It was difficult to determine the numbers of people killed in shootings, bombings and military operations, but the overall picture of what was happening the country had been steadily deteriorating.
Numbers of refugees had swelled, medical staff had left and other problems were growing, a key official said.
