The 68-year-old Joan Collins is due to marry 36-year-old Percy Gibson in London in February.
She says he is "the most wonderful human being" she has ever met.
Collins says Gibson's "persuasive Latin charm" had convinced her to give up the single life.
The star, who had previously said she would never again marry, said: "I changed my mind, it is a woman's prerogative. He is a Latin American man and very persuasive."
She says her latest relationship is the most serious of her life.
"He is not number five, you can't count teenage marriages. He is just the most wonderful human being I have ever known."
Gibson, a theatre company manager, was divorced from his first wife earlier this year. He said: "I feel very honoured and very happy."
He proposed to Collins by presenting her with a token ring at midnight on her birthday in May, while the pair were in New York.
Collins insisted the age difference would be no barrier to the couple's happiness. "I have a theory as far as love is concerned, it does not have any barriers in terms of race, colour, creed, religion or gender - so why should age matter?"
