Tough new restrictions on beef product imports taking effect next month will further hit British attempts to export to New Zealand.
A certification system from January 14 establishes five levels of risk, with Britain expected to rank as category five - defined as having a high incidence of BSE.
Under current rules, a temporary ban applies to imports of beef products from Britain and about 30 other countries. Japan was added to the list in September when it reported a BSE outbreak.
