European Commission president Jose Manuel Barroso has called for a halt to further expansion of the European Union after Romania and Bulgaria join.

He said the club had to decide on what to do with its embattled constitution before it could accept any new members.

“It would not be wise to proceed with any further enlargement before we have dealt with the constitutional issue,” he told said after talks with French Prime Minister Dominique de Villepin.

Barroso’s comments put into question when Croatia or Turkey could join the club. Both have started entry talks with the EU.
