Retail Ireland's urging the Government to cut the top rate of tax to boost consumer spending.
It is among the proposals in its pre-Budget submission.
It says thousands of extra jobs could be created with the reinstatement of a reduced PRSI rate for employers.
Thomas Burke of Retail Ireland said that the sector needs all the support it can get.
"The general economy has been recovering quite well over the last 18 months or so, but the retail sector hasn't seen that benefit, that upturn," he said.
"But we have seen, in recent months, the beginnings of a recovery in this sector.
"However, we're far from out of the woods in the sense that we would have seen a number of high-profile failures in the sector in recent times."
