The Labour Court is urging management at Dunnes Stores to meet with union representatives to resolve issues surrounding job security and working hours.
Mandate, which represents 4,000 workers at Dunnes, said staff don't know what hours they'll be working from one week to the next.
The union wants the company to abide by the court's recommendation, and said that Dunnes management did not attend the hearing.
The Court has set out a timeline of four weeks within which to attend meetings with the union.
