Thirty people have died of hypothermia in Ukraine over the past five days as temperatures plunged to -28 degrees Celcius in some regions.
Most were homeless people who froze to death on the streets.
However, officials say four others were found dead in their homes and more than 600 people sought medical help for frostbite and hypothermia.
More than 1,500 shelters have been opened to provide food and heat with more planned.
Thousands of schools have also been closed because of the cold spell.
